The newspaper Infobae published key documents about the case involving former senator Edgardo Kueider and the company Golsur. According to the investigation, on July 30, 2024, the company passed into the hands of two new owners, the lawyer Amado Andrés Torales Benega and the merchant José Fernando Courisat, both from Paraguay, who paid 10 million guaraníes (about $1,200) for 50% of the shares each. However, just two months later, the same owners granted broad power to Iara Guinsel Consta, Kueider’s secretary, which has raised suspicions that they could be name-callers.

The share transfer contracts reveal that the transfer was formalized on August 20 and communicated to the Ministry of Economy of Paraguay, although it was not officially registered. According to Infobae, Torales Benega and Courisat declared contact information that turned out to be inactive, increasing doubts about the legitimacy of their role in the company. In addition, the power granted to Guinsel Costa gave him broad powers to manage all of Golsur’s businesses and assets.

Court documents indicate that Kueider and his secretary were looking for a company to carry out real estate operations in Paraguay for months before the Golsur purchase. Leaked chats confirm that they planned to acquire properties, but the operation did not prosper until they obtained control of the company. Since October 2024, Golsur was authorized for real estate activities, construction and the advertising industry, although it maintains the same address of a firm dedicated to the sale of public limited companies as its domicile.
House arrest and extradition
Kueider and Guinsel Costa remain under house arrest in Asunción, while Argentine federal judge Sandra Arroyo Salgado requested their extradition. However, the Paraguayan Justice has indicated that the process has defects of form and substance, so it will take time to resolve it. Investigations are now focusing on bank reports and financial movements that could clarify the plot behind Golsur and his relationship with Kueider.
The case continues to advance, and the evidence revealed has called into question the defense of the former senator and his secretary. The key seems to be in the money trail and the role of Golsur’s new owners.
